Health insurance in Florida

Your health, our purpose · Tu salud, nuestra razón

Madrinas Insurance was founded in Miami in 2013, the year the Affordable Care Act first opened coverage to millions of families who had never had it. We have been enrolling Floridians ever since - in English and in Spanish, from storefronts our neighbors can walk into.

We hold a resident Florida agency license and keep offices in Miami and Tampa. Our licensed bilingual advisors help Florida families with marketplace health plans, Medicare, dental, vision, and life insurance - at no cost to you, because the insurance carriers pay us.

Florida is the only state where you can sit across a desk from a Madrina in two different cities. For many families, that still matters more than any website.

What Madrinas offers in Florida

Every service below is available to Florida residents through a licensed bilingual advisor, at no cost to you. Your premium is the same whether you enroll with us or on your own - the difference is that someone walks it with you.

Health insurance

ACA and Obamacare Marketplace

Through HealthCare.gov. We check your eligibility for premium tax credits and cost-sharing reductions, compare the plans available in your county against your doctors and prescriptions, and complete the application with you - by phone, by video, or in person at one of our offices.

Special Enrollment Period Help

Lost a job, moved, married, had a baby, or lost Medicaid? We confirm whether you qualify to enroll outside open enrollment and get it done inside the window.

Individual and Family Plans.

For households that need coverage outside an employer plan, on or off the marketplace.

Private Health Insurance

For the self-employed and anyone who doesn’t qualify for marketplace subsidies or Medicare.

Group Health Insurance

Small-business plans for owners who want to cover their employees without becoming an HR department.

Medicare plans

Medicare Advantage, Medicare Supplement, and Part D. We walk new-to-Medicare clients through their first enrollment, review the Annual Notice of Change every fall, and compare plans against your prescriptions and doctors - not just the premium.

Dental, vision, & life

Dental and vision. Standalone or added alongside your health plan. Life insurance, mortgage protection, and final expense. Term, whole life, and burial coverage sized to what your family actually needs - not a formula.

After you enroll

This is the part most agencies skip. We stay reachable for documentation requests, plan changes, renewals, denied claims, and the question in March about something you signed in December.

We’re licensed, not a call center

Real credentialed agents who can be held accountable, not a lead-generation form.

English or Spanish, always

Not a translated script - advisors who speak the language your family actually uses.

No pressure

If the honest answer is that we can’t help you, we’ll say so and point you somewhere that can.

This is where Madrinas started. The Dolphin Expressway (SR 836) connects just to the north, so most of Miami-Dade is a straight run.

What to bring

You don’t need any of this to walk in and ask questions. To finish an enrollment in one visit:

  • Photo ID for each adult
  • Social Security numbers for everyone applying
  • Immigration or residency documents, if applicable
  • Proof of income - pay stubs, last year’s tax return, or self-employment records
  • Your current insurance card, if you have coverage
  • A list of your prescriptions and your doctors’ names, so we can check networks and formularies before you choose
  • For Medicare: your Medicare card and your Annual Notice of Change

How coverage works in Florida

Florida uses HealthCare.gov, the federally facilitated marketplace. There is no Florida state exchange, and no serious legislative effort to create one.

ACA enrollment

Open enrollment starts

Nov 1

Bilingual support always standing by to find premium tax credits.

That means Florida follows the federal enrollment calendar. Open enrollment for individual and family coverage generally begins November 1 and runs to January 15, with an earlier December deadline if you want coverage starting January 1. The exact dates are set each year, and they have shifted before - check our enrollment deadlines page or call us for the current deadline rather than relying on last year’s.

Outside open enrollment you need a qualifying life event to enroll: losing job-based coverage, marriage, divorce, a new baby, adoption, a permanent move, or aging off a parent’s plan. A qualifying event typically opens a 60-day window, and some events let you back-date your start. Don’t assume you’ve missed your chance - that’s one of the most common reasons people stay uninsured a full year unnecessarily.

Florida has one of the largest marketplace populations in the country, which means real choice and real confusion. Both are worth having help with.

Medicare in Florida

Medicare runs on a completely separate calendar from ACA coverage.

WindowWhenWhat it’s for
Annual Enrollment PeriodOctober 15 – December 7, every yearChange your Medicare Advantage or Part D plan for the following year
Medicare Advantage Open EnrollmentJanuary 1 – March 31Already in an MA plan? One change allowed
Initial Enrollment PeriodThe 7 months around your 65th birthdayYour first Medicare enrollment
General Enrollment PeriodJanuary 1 – March 31If you missed signing up for Part A or B
Medigap open enrollmentThe 6 months starting when your Part B beginsThe only window where a Supplement cannot decline you for health reasons

Read the Annual Notice of Change your plan mails each fall - costs, formularies, and networks change annually.

Two things worth knowing before you call.

Your Medigap open enrollment window is six months, starts when Part B begins, and doesn’t repeat - outside it, a Supplement can decline you or charge more for your health, so call before you turn 65, not after.

The Annual Notice of Change your plan mails each fall; costs, formularies, and networks change every year. Guaranteed-issue rights and the Medicare Advantage trial right are explained on our Medicare page.

Free, unbiased Medicare counseling is also available in Florida through SHINE (Serving Health Insurance Needs of Elders), run by the Florida Department of Elder Affairs, floridashine.org.

We mention SHINE because it’s genuinely useful, even though it’s technically competition.

We do not offer every plan available in your area. Please contact Medicare.gov, 1-800-MEDICARE, or your local State Health Insurance Assistance Program to get information on all of your options.

Medicaid in Florida -
what to know before you apply

Important structural exceptions about Florida-specific public coverage eligibility

Florida has not adopted ACA Medicaid expansion

This is the single most misunderstood thing about coverage in this state, and getting it wrong wastes people’s time.

Adults without dependent children generally cannot qualify for Florida Medicaid at any income level. Not a low income, not at zero.

Parents and caretakers qualify only at income well below the federal poverty line.

Pregnant women qualify at a substantially higher income threshold, with postpartum coverage included.

Children are covered through Medicaid and Florida KidCare at much higher income levels than most parents assume.

The result is what’s called the coverage gap - earning too little to qualify for marketplace premium tax credits, which begin at the federal poverty line, while not qualifying for Medicaid either. Florida is one of a handful of states where this gap affects a large population.

If that’s your situation, tell us.

We would rather explain it plainly than sell you something that doesn’t fit. And note that your children may qualify for KidCare even when you qualify for nothing - those are separate determinations. Medicaid and KidCare accept applications year-round, not only during open enrollment.

Understanding financial help

Premium tax credits lower what you pay each month for a marketplace plan, and most Florida enrollees qualify for one. Eligibility and amount depend on your income, household size, ages, and ZIP code.

Cost-sharing reductions are a separate benefit available on Silver plans for lower-income households. They reduce your deductible and copays rather than your premium, and they’re frequently worth more than the premium savings. People overlook them constantly, and it’s one of the most expensive things to overlook.

Subsidy rules, income thresholds, and dollar amounts change from year to year, sometimes significantly. We don’t publish estimates here for that reason. What we do instead is calculate your actual numbers with you - in English or Spanish - before you commit to anything. That’s free, and it takes one conversation.

*Florida has no state-funded premium subsidy program.

Serving communities across Florida

Florida has one of the largest Spanish-speaking populations in the country. In Miami-Dade, most residents are Hispanic; in Hialeah the share is among the highest of any large American city. Nationally, Hispanic residents go without health coverage at close to three times the rate of white residents.

That gap is why this agency exists, and it’s why every Madrina is bilingual rather than just some of them.

Got questions? We’ve got you covered

Find answers to common health coverage questions. Clear, straightforward explanations from our expert team.

Does Florida have its own health insurance marketplace?
No. Florida uses HealthCare.gov, the federally facilitated marketplace, so the enrollment calendar and the application are the federal ones.
What does it cost to work with Madrinas Insurance?
Nothing. We are paid by the insurance carriers, and your premium is identical whether you enroll with us, on HealthCare.gov yourself, or directly with a carrier.
Can I get Medicaid in Florida if my income is low but I don’t have children?
Generally no - Florida has not adopted ACA Medicaid expansion, so adults without dependent children usually cannot qualify at any income level. Read the Medicaid section above, and call us before you assume you have no options: your children may still qualify even when you do not.
Is there a Madrinas office I can visit in person?
Yes - in Miami and in Tampa; see the offices above. Walk in or call ahead, and bring the documents from the What to Bring list if you want to finish an enrollment in one visit.
When can I enroll in a health plan?
During Open Enrollment, which generally begins November 1 and runs to January 15. Outside it you need a qualifying life event, which typically opens a 60-day window.
I’m turning 65 soon. When should I call?
Before your birthday, not after. Your Medigap open enrollment window is six months long, starts when Part B begins, and does not repeat - outside it a Supplement can decline you for your health.
