I already have enough carriers. Why add another appointment?
Because this is one appointment that opens two product lines in 13 counties where no agent has an incumbent Harbor book yet. Large Group is available now and does not wait for open enrollment; Individual & Family opens November 1.
What is the catch on the split?
There is not one, and the numbers are on this page rather than behind a call. Path 1 pays 50% in years 1–2 and 75% in years 3–4 because Madrinas is buying the leads. Path 2 pays the full ACA split because you source the business yourself. Path 3 adds agency overrides on top of it. Ancillary, private, discount, dental and vision stay 100% to you, unsplit, on all three. You pick the path when you contract and you are not locked out of moving between them.
Is Harbor going to still be here in three years?
Harbor Health Insurance Company, Inc. (HHIC) is a Texas-licensed HMO that started in Austin as a clinic organization and built its own health plan rather than renting a network. Its Large Group line is selling today across 25 Texas counties, and the Individual & Family footprint is expanding for 2027, not contracting.
How long does contracting take?
The form takes about three minutes and your packet arrives by email within one business day. Madrinas works the packet with you and you always know what is outstanding. Harbor confirms its own turnaround — and appointment has to be complete before Individual & Family enrollment opens on November 1.
I am licensed in another state. Can I still do this?
Yes. Non-resident Texas licenses are common and the path is short, and there is no exam at all if you hold a reciprocal-state license in good standing. Put your resident state and your NPN on the form and we will confirm your path in the first reply, before you spend time on contracting.
Which counties are in the Individual & Family footprint?

Yes. A Texas resident or non-resident health license plus a Harbor appointment before you solicit. Ask us about the license path.
Is this exclusive, and does it cost me anything?
Requesting contracting is free, and Harbor sits alongside the carriers you already write. You are not appointed until you sign the appointment paperwork.
Are leads provided?
No. What you get is the Harbor broker portal and its six resource categories, training and marketing materials, and Madrinas working the contracting packet alongside you.
What if my client lives outside the core metros?
Out-of-area runs through partner networks. Check the In-Area and Out-of-Area directories before you quote.

Do I need a separate portal login?
Yes. Contracted brokers get a Harbor portal login. Quoting tools, directories, forms and training live there in six categories.
Are the webinars in Spanish?

I am a non-resident producer. Can I still get appointed?
Non-resident Texas licenses are common and the path is short. Harbor’s broker team confirms eligibility and any conditions.
What can I sell: Individual & Family, Large Group, or both?
Both. An 18-plan Individual & Family (ACA) portfolio and a Large Group line. Your Harbor contract sets what you carry.
Where is the service area?
The Austin, Dallas, El Paso and San Antonio metros, with out-of-area access through partner networks. Tell us where your book is and we confirm placeability in our first reply.
What is care and coverage combined?
Harbor built its own plan as an Austin clinic group, so care and coverage sit in one model: clinically led and condition-based.
How am I paid?
Compensation varies by plan, product and contract and is not guaranteed. Your schedule comes from Harbor with your packet and you review it before you sign; questions on terms go to Harbor’s broker team in writing at brokers@harborhealth.com or (844) 504-1100.
